GEAS ASSESSMENT OF CATEGORY 3/GEN EXILE
The initial analysis of Category 3's relationship to the Generation Exile superthreat appeared to parallel that of Power Struggle: limited connections, but with the high potential for later involvement once other superthreats were boosted. A more detailed examination, however, has concluded that nearly all of Category 3's attacks served a dual-purpose, boosting both the target superthreat and Generation Exile.
The dilemma at the core of Generation Exile is how to build and maintain civil society and sense of community trust when geographic connections and economic support are in flux. According to GEAS analysis, all of the Category 3 attacks, to varying degrees, served to actively undermine both civil society and community trust in diaspora populations. Although no attack targeted Generation Exile exclusively, the Generation Exile superthreat was arguably the primary victim of Category 3 assaults
